City gas rates for homes in Seoul: the residential price per MJ, base charge and how your gas bill is calculated

Numbers checked against the official source on 2026-10-19

The residential gas tariff of Seoul City Gas is KRW 22.5268 per MJ for both cooking and heating, plus a base charge of KRW 1,250 per month per household, with 10% VAT added to the bill. The figure is unchanged between the table that took effect on 2026-10-01 and the one before it. The company's formula for a residential bill is: (usage x correction factor) x average heat value x unit price + base charge + replacement cost, plus 10% VAT. Your usage in cubic metres, the correction factor and the average heat value appear on your bill, so the estimator below asks you to type them in; none of those three values is stated on the tariff pages.

Seoul City Gas states the residential base charge as KRW 1,250 per month. Seoul's price-information page gives the same: "1,250원/월 ・가구" for residential users, with social welfare facilities billed at the industrial rate. The company's page also offers discounts for people it names as socially supported households, near-poverty households, basic living security recipients (housing benefit) and households with many children, with winter (December to March) and other-month rates; the amounts are on the company website.

What the unit price is made of

Residential, KRW per MJ (Seoul price-information page, adjustment from 2026-09-01; KOGAS table as of 2026-10-01)

Wholesale price (KOGAS): raw material cost 17.712 + supply cost 3.137520.8495
Retail (city gas company's supply cost)1.6773
Consumer price (wholesale + retail)22.5268

Seoul City Gas explains the structure: the wholesale price (raw materials plus the Korea Gas Corporation's supply cost) is approved by the Minister of Trade, Industry and Energy and is adjusted automatically when the wholesale price changes under the pass-through system; the retail price adds the city gas company's supply cost, and a change to that part needs a review by the price committee and the local government head's approval. KOGAS says the wholesale price is the same nationwide, while the retail rate a consumer pays is decided by the city or provincial governor and differs by region.

Bill estimator

Type the three values from your gas bill. The estimator applies only the published formula: ((usage x correction factor) x average heat value) x 22.5268 + 1,250 + replacement cost, then plus 10% VAT. The default numbers in the boxes are arbitrary examples, not typical values. Social discounts and arrears are not included.
